The agreement, set to be signed in May, is believed to be worth in the region of 2 to 2.5 billion dollars, the state-run news agency ISNA reported on Saturday.
The agreement will include export of the planes and permission for assembly in both Iran and Russia, ISNA said.
A further agreement will be signed to address the issues of servicing and repairing the planes and will include the purchase of five Topolov-334 planes in five years, the report added.
