Three people were injured in the blast, which occurred at 13:45, according to the Governor of Kermanshah Hossein Khosh-Eqbal.
Khosh-Eqbal said that parts of the building were damaged and some of the windows were shattered.
The cause of the blast was being investigated, according to his deputy Ali Ta’ala.
Kermanshah, close to the Iraqi border, has a large Kurdish population and has been a hotbed of anti-government activities since early 2005.
