Ayatollah Hossein al-Moayed charged that Iran was pursuing a chauvinistic plan in Iraq, the London-based Arabic-language daily al-Quds al-Arabi reported in its Thursday edition.
Ayatollah al-Moayed said that Iran posed a greater danger for Arab countries than the United States or Israel, adding that Tehran planned to dominate the entire region.
The 51-year-old cleric had previously lived in Iran for more than two decades where he studied religion in Islamic seminaries.
He accused Tehran of commanding cells in Arab countries to carry out its dominant strategy and said that it was actively smuggling weapons to Iraq.
