London, Dec. 23 – The following is the full text of the 209-page ruling by a United States federal judge over the Iranian government’s involvement in the 1996 Khobar Towers bombing in Saudi Arabia which left 19 U.S. Air Force personnel dead.

On Friday, District Judge Royce C. Lamberth ruled that the government of Iran, as well as its Ministry of Intelligence and Security (MOIS) and the Islamic Revolutionary Guards Corps (IRGC), was responsible for the attack, adding that Iran’s Supreme Leader Ayatollah Ali Khamenei personally gave the go-ahead for the operation.

The judgement orders Tehran to pay $254 million in damages to the relatives of those killed in the attack, which was carried out by operatives of the Lebanese militia Hezbollah.
