The talks by Mottaki and al-Moallem focused on the latest regional developments, including the state of affairs in Iraq, Lebanon, and Palestine.
The Iranian envoy was scheduled to meet Syrian leader Bashar al-Assad as well.
Mottaki told reporters that Tehran was still considering whether or not he would attend an upcoming conference of Iraq’s neighbours in the Egyptian resort of Sharm al-Sheikh. The conferences theme is security in Iraq.
Regional allies Iran and Syria are both accused by the United States of being state sponsors of terrorism.
