VIENNA, Austria (AP) – The five permanent members of the U.N. Security Council agreed Tuesday to start working on U.N. sanctions against Iran next week, but they have failed to bridge differences on the severity of the measures, diplomats and officials said.

The officials told The Associated Press that while the United States called for broad sanctions to punish Iran’s nuclear defiance, Russian and Chinese representatives at the Vienna meeting favored less-harsh measures. The officials demanded anonymity in exchange for discussing the confidential meeting.
