Khatami made the spiteful comments against Kofi Annan as he was receiving honorary international relations doctorate from Tehran University.
On the Secretary Generals decision to reform the United Nations, Khatami added There is room for astonishment that a person, who has himself suffered from oppression and injustice while trying to spread lawfulness, is today calling for the legitimisation of modern fascism.
Khatami, dubbed a moderate by the West, is serving his final term in office.
Iranians are now disillusioned of his promises of change, noting that the lame-duck president was never willing nor capable of bringing about serious reform in Iran.
