Tehran, Iran, Dec. 22 – More than 10,000 “trouble-makers” have been arrested in Tehran over the past two months, according to the spokesman for the armed forces in the Iranian capital, state-run press reported on Thursday.

Colonel Salehi announced that 11,620 individuals had been rounded up in the Iranian capital over the past 57 days as part of the “Plan to Combat Trouble-makers”.

The “Plan to Combat Trouble-makers” was initially launched in Tehran in September and soon spread to cities and towns across the nation. Under the scheme, thousands have been arrested on various charges such as “racketeering” and “loansharking”.

Iranian officials often refer to millions of unemployed young men, who are largely beset by frustration and despair, as “trouble-makers”.
